Reluctant passenger refuses to pay fare

Police were dispatched to a College Ave. location on Christmas Day in response to reports of a dispute in progress.

Upon arrival, officers observed a cab parked at the location with the driver sitting in the front seat. A woman who was reportedly sitting in the back seat with her door open was throwing her belongings from the cab to the sidewalk.

The officers approached the driver and asked for an explanation of what was happening. The driver reportedly told the officers that the woman, Haley Witsell, was removed from the Park Plaza Hotel by Boston Police Officers and was placed in his cab. The driver stated that Witsell asked to be brought to the College Ave. location, but when they arrived she allegedly refused to pay him.

As the officers questioned the driver Witsell reportedly continued to throw several items onto the street including clothing, make up, electronics, cigarettes and female hygiene products.

When the officers asked her to step out of the vehicle she reportedly cursed at them and asked, “What do you want from me?”

Witsell was once again asked to get out of the cab, pay the $22.80 fare and go home, but she reportedly told the officers that she did not request the cab and therefore would not pay for the ride.

Police then asked her to at least get out of the cab so the driver could get back to work, at which time she reportedly said, “What are you going to do tough guy?”

Witsell eventually exited the vehicle and was unsteady on her feet. The officers reportedly detected a strong odor of alcoholic beverage on her breath.

Witsell was asked to stand on the sidewalk next to one of the officers while another one removed the rest of her belongings from the cab, but she reportedly started walking towards moving vehicles, at which time one of the officers grabbed her and asked her to stay on the sidewalk.

Witsell then reportedly started screaming, causing neighbors to look out their windows and vehicular traffic to stop. When asked to stop screaming, she ignored this command and continued to scream.

As Witsell was told that she was being placed under arrest for disorderly conduct, she reportedly became violent and continued to scream.

Witsell was then taken into custody and charged with attempt to evade taxi fare, resisting arrest, and disorderly conduct. Additionally, she was also issued a citation for littering
