Police responded to a reported larceny in progress at 276 Elm St. last week. As police arrived at the scene they reportedly observed a man walking two bicycles down the street.

Upon questioning, the man said that while riding his own bike he had discovered the other one in front of the restaurant unlocked. A search of the man turned up a set of bolt cutters on his person, police said.

A witness reportedly told officers that they saw the man ride up to the location on his bike and then pull out the bolt cutters, with which he clipped the lock from the other bicycle.

The suspect was questioned further and he reportedly confessed to police that he had snipped off the lock and tried to get away with the bike. He reportedly said that he had seen the bike there every day and decided that he should take it.

Rene Garcia, 37, was placed under arrest and charged with possession of a burglarious instrument and larceny over $250.
