A plain-clothes stakeout was undertaken last Friday in response to complaints from residents of the Franklin and Flint Streets area of an individual’s “blatant disregard for narcotics laws,” according to police reports.

Investigators almost immediately observed what they termed as suspicious activity by the suspect under surveillance, according to police.

Joseph Frejuste, 19, met with a man who had arrived on a bicycle and allegedly made an exchange on the street in front of the suspect’s home, police said.

After leaving the area, the man on the bicycle was reportedly detained by police and questioned about the matter. The man handed over a small package of what police believed to be marijuana and admitted that he had paid Frejuste $20 for it, according to police.

Frejuste was arrested and charged with distribution of a Class D drug and drug violation near a school or a park.

Police report that Frejuste was arrested less than a month ago for distribution of marijuana, school zone violation, and possession with the intent to distribute marijuana.
