MBTA Chief Planner Joseph Cosgrove is expected today to announce that the state will include the extension of the Green Line to and through the city in its transportation implementation plan.

The construction would take place in two phases. The first would be a light rail line to West Medford on the Lowell line tracks. The second would be an extra light rail spur to Union Square.
