Sheriff Peter Koutoujian announces new Lieutenants

In a ceremony held at the Middlesex Sheriff’s Office training academy in Billerica, Middlesex Sheriff Peter Koutoujian swore in nine sergeants to the rank of Lieutenant.


“This is a great day the Middlesex Sheriff’s office. I’ve have seen great leadership capabilities in you, and congratulate you on your promotions to the title of Lieutenant,” Koutoujian said.
Those who received the promotions included: John Coughlin (Somerville), Brian Crane (Townsend), Christopher Gabriel (Lowell), John Hallice (Stoneham), Donna Howes (Dracut), Curtis Lemay (Lowell), Robert McCarthy (North Andover) and David Robertson (Woburn).
The promotions are part of Koutoujian’s efforts to further professionalize the Middlesex Sheriff’s office. These new promotions are intended to re institute a rank structure with those who are most qualified.  For the first time, the operational lieutenants took and passed a promotional exam as part of their career advancement.
